As the Head of the Secretariat, Hannah oversees the day-to-day management of the activities of the Initiative. Before joining the A2ii, Hannah worked at Insurance Europe in Brussels as Head of International Affairs and Reinsurance whilst also running the Secretariat for the recently established Global Federation of Insurance Associations. After graduating from Edinburgh University, Hannah started out her career working for Lloyds of London in London.
A secretariat of about 10 fte dedicated staff members handles the day-to-day management of the Initiative.

Anke Green, Advisor
Anke Green is the A2ii contact person for the MENA region. In addition, she is responsible for training and capacity building activities. Before joining the A2ii, Anke worked as a consultant for GIZ. From 2005 – 2014, Anke was a staff member of the United Nations Department of Economic and Social Affairs (UN-DESA) where she worked in the Division for Social Policy and Development. Prior to that, she was a consultant to the United Nations Industrial Development Organization (UNIDO), working on microfinance issues and small business development. Anke holds a Masters in International Economic Studies from Maastricht University and an MSc in Development Studies from the London School of Economics.
Teresa Pelanda, Advisor
Teresa is the lead contact for Latin America and the Caribbean region, responsible for A2ii’s implementation activities and cooperation with supervisors and regional associations. In 2016 she was seconded to the Insurance Supervisory Authority of Peru (SBS) where she supported the modification of the current microinsurance regulation. Teresa is furthermore responsible for monitoring and evaluation and supports A2ii’s communication activities. Prior to A2ii Teresa worked as a consultant on inclusive insurance topics in Germany and Peru. She holds a Master of Science in Regional Studies of Latin America from the University of Cologne with a focus on economics and cooperative studies. Teresa speaks German, English and Spanish.
Oscar Verlinden, Advisor
Oscar Verlinden is the A2ii lead contact person for the MENA region. He is also responsible for setting up and running bimonthly consultation calls with supervisors, and facilitates A2ii’s commitments in the IAIS self-assessment and peer review (SAPR) process. Before A2ii, Oscar worked as an international affairs policy advisor for Insurance Europe, and was an integral part of the secretariat of the Global Federation of Insurance Associations (GFIA), where he worked towards enhanced dialogue between industry representatives and the global supervisory community. He holds a Master of Science in Communication Studies from the Vrije Universiteit Brussel. Oscar speaks English, Dutch and French.
Stefanie Zinsmeyer, Advisor
Stefanie is responsible for A2ii’s engagement with the G20 agenda/policymakers and funders and is also leading A2ii’s work on mobile insurance and digital technologies amongst other things. Stefanie has 10 years of experience in international development cooperation. She has worked for GIZ in the areas of private sector and financial systems development and also as strategy advisor to the programme head in Ethiopia. Stefanie was also seconded to Germany’s Development Ministry BMZ as an advisor to the Africa Personal Representative of the German Chancellor, where she prepared the German G8-Africa agenda and supported negotiations with African, G8 and G20 partners. Stefanie also spent a little bit of time in the private sector working for a start-up in the IT-sector. She holds a Master’s degree in Business Economics and is currently finalising her MBA.
Janice Angove, Regional Coordinator for Sub-Saharan Africa
Janice coordinates the A2ii’s regional implementation work in Sub-Saharan Africa and is based in South Africa. Janice is a qualified actuary and worked as a lecturer in actuarial science and a consultant in the areas of inclusive insurance and capacity building for insurance supervisors in Africa prior to joining the A2ii.
Regina Simões, Regional Coordinator for Latin America
From 1994-2015, Regina worked at the Superintendence of Private Insurance (SUSEP), the Brazilian Insurance Supervisor. As the International Relations Coordinator (2004-2008), she liaised with international bodies and supervisory associations and was member of the Brazilian Delegations at the Financial Services Group Meetings in the World Trade Organization (WTO) and the Insurance Commission/SGT-4 at Mercosul. Since 2006, she has been engaged in financial inclusion activities, being member of relevant working groups, incluiding the IAIS Financial Inclusion Sub-committee and the SUSEP Microinsurance Working Group, which set up microinsurance rules in Brazil. Member of the IAIS-MIN Joint Working Group on Microinsurance (Acting Chair from 2008-2012), she strongly supported the creation of the A2ii, launched in 2009, in Rio de Janeiro.
Dorothee Ohl, Financial Manager
Dorothee is responsible for the financial steering and controlling of the A2ii, i.e. for budget planning, monitoring, contracting, financial reporting to A2ii funders and the Governing Council. Before joining the A2ii, Dorothee worked for nearly 20 years in various administrative support structures in GIZ (contracts, project accounting, calculation, internal control) as well as Head of Administration in the GIZ Office in Cameroun. Dorothee finished her studies with a Master of Business Administration and speaks fluently English and French.
Dagmar Thiele-Quinten, Financial Manager
Dagmar is responsible for A2ii’s financial management and administration. She supports the Initiative’s activities by preparing contracts with consultants and consulting companies. She also assists/supports project advisors by organising participant travels. Before joining the A2ii, Dagmar worked as admin officer for GIZ Office Bolivia, as financial controller for GIZ AgenZ (GIZ Agency for Market Oriented Concepts) and as a part-time financial advisor for GIZ projects in Southern Africa. Dagmar has worked in South America, Germany and Southern Africa and speaks German, Spanish and English.
Maria Döll, Office Manager
As the Office Manager of the Secretariat, Maria is responsible for the administrative and back-office procedures. Before joining the A2ii, Maria worked in the private sector for different international companies, mainly in the area of international sales and project assistance. Maria holds a Master´s degree in International Business Administration and speaks German, English, Danish and Italian.
Dunja Latinovic, Communications Advisor
Dunja is responsible for implementation and evaluation of the A2ii communications strategy aligning our communications platforms, plans and activities with the A2ii goals. Previously, Dunja worked in the media development sector in Bosnia and Herzegovina and Serbia managing news and documentary production projects and training journalists. In Serbia, Dunja worked as a media relations consultant for the United Nations Development Program (UNDP). Before joining A2ii, Dunja Latinovic was with the European Central Bank Internal Communications team.
Mohammed Khan, Junior Advisor
Mohammed Khan is on a supervisory exchange program from the Reserve Bank of Fiji. He is the A2ii contact person for the Asia and Pacific region. Prior to the secondment, Mohammed had been a supervisor, supervising both life and general insurers in Fiji, since 2009. In 2014 Mohammed was assigned to the Financial Markets Group in the Reserve Bank of Fiji, where he was responsible for providing funding advice to the Fijian government and monitoring governments domestic debt.
Carolyn Barsulai, Intern
Carolyn is supporting the A2ii's ongoing implementation and capacity building activities. Prior to joining the A2ii Carolyn did an internship with the UNFCCC secretariat in Bonn. The work variously involved supporting least developing countries in the development of their national adaptation plans and policies and building resilience for adaptation to climate change. Carolyn is finalizing her studies at the University of Passau towards a Master's degree in Governance and Public Policy.
